ENVIRONMENTAL SITE ASSESSMENT (Phase I)

Structural and Environmental Consultants (SEC) has performed hundreds of Phase One Environmental Site Assessments (ESA I) and Transaction Screens on Commercial, Residential, Vacant lands and Industrial Properties.

Purpose/Objective

Phase I ESA are commonly conducted prior to sale, refinance, purchase of commercial buildings, strip malls, office buildings, retails centers, shopping malls, hotels, places of worship, warehouses and vacant lands to minimize the potential for environmental liabilites.

It is the prerequisite standard for meeting "due diligence" requirements necessary to be considered an "innocent landowner" in any commercial property transactions under the United States Law.

SEC Phase One ESA Scope of Service:

SEC Phase One ESA follows the scope and limitations of the American Society for Testing and Material (ASTM), E-1527-05 Protocols and EPA All Appropiated Inquiriy (AAI), which defines good commercial and customary practice for conducting a Phase I ESA and establishing "due deligence." It includes but not limited to the following:

  • A reconnaissance of the site and its vicinity
  • A compilation of the property history.
  • Review of previous environmental reports for the subject property.
  • A file review at relevant agencies
  • An agency list search of contaminated facilities located within the radii required by ASTM E 1527-05
  • Visual asbestos survey
  • A review of a survey and map of radon zones
  • Report:  A summary of our findings, conclusions, and recommendations

Thorough, and concise conclusions and solid recommendations without raising unnecessary Red Flags are routinely provided for sound real estate investment decisions.

 
ENVIRONMENTAL SITE ASSESSMENT (Phase II)

Phase II Environmental Site Assessments are typically recommended when a Recognized Environmental Condition (REC) is identified in a Phase I Environmental Assessment Report.

Properties that are presently being used as or has previously been used as auto repair shops, service stations, dry cleaners, industrial  facilities and others are most likeliy to have Recognized Environmental Condition (REC). SEC is well experienced in mobilizing and completing Phase II Environmental Site Assessment and does so in accordance with the American Society for Testing and Materials (ASTM) Standard E-1903-05 and EPA All Appropiate Inquiry (AAI).


        

Objective:

The typical objective is to determine wheter contamination is present and to characterize the nature of the contaminants. It involves soil and ground water sampling for laboratory analysis.

SEC Phase II ESA Scope of Work

SEC Phase II Environmental Site Assessment scope of work includes but not limited to the following:

  • Review existing information
  • Locate underground utilities and perform soil probe borings to a depth of approx. 15 feet below ground surface or to ground water table to evaluate the site soils and fill materials.
  • Screen soil samples collected from the soil boring for visible staining, incidental odors and organic vapors
  • Collect soil samples for chemical analyses for esach of the soil borings
  • Collect and analyze ground water samples for possible contamination
  • Submit samples to accredited laboratory for BTEX & TPH
  • Evaluation of results
  • Discussion of findings, conclusions & recommendation 

     

  
Asbestos /Lead & Mold Surveys

SEC Provides Asbestos/Lead and Mold survey in residential and commercial properties, this is accomplished by combining the expertise of experienced, professional asbestos assessor and site inspectors that are certified and registered. It involves:

        • Visual survey of suspects asbestos, lead & mold materials/areas.
        • Collect samples of suspect materials/areas.
        • Air sampling
        • Assess the condition of asbestos, lead & mold-containing materials
        • Laboratory analysis of suspect materials
        • Provide report of findings and recommendations.


               

How much does the inspection cost?

The cost of the inspection varies depending on the scope of the project, square footage of the inspection area and number of samples taken.
