CONSTRUCTION MONITORING / INSPECTION
Structural & Environmental Consultants (SEC) provides construction Monitoring/Inspection services — also known as Construction Phase Inspection — for commercial and residential properties. It involves a series of regular inspections during the construction of a new house or commercial building and is the best way to ensure compliance in code, specifications and quality throughout the construction process.
SEC Scope of Service
Inspections are scheduled at pre-determined stages of the construction and include but are not limited to the following:
• Foundation Layout (Pre-pour Inspection)
Foundation pre-pour inspection is performed prior to concrete placement to verify beam width, beam depth, beam spacing, slab thickness, and reinforcement installations are in accordance with the engineering plan & specification.
• Slab Levelness/Flatness — Original Construction Elevation (OCE) Surveys
Measures the levelness and flatness of the slab prior to installation of flooring and carpets or prior to completion of the residential construction project. The OCE survey also establishes the base foundation elevation to which future surveys can be compared. This comparison helps determine the exact location and magnitude of differential foundation movement.
• Framing & Mechanical
Includes bracing, cornice, and decking complete, with windows and doors in place. All plumbing, mechanical, and electrical rough-ins are complete, prior to insulation.
• Final Inspection
Home is substantially complete with all final connections completed. This stage is typically performed days in advance of the final walk-through with the builders.

The construction of a new house is a major undertaking. It involves many people, usually split up into sub-contractor groups, each working on different parts and systems of the house. Even for the best builders, it is nearly impossible to complete this process without missing something. One of dozens of minor problems can be overlooked. We find such problems while it is still early enough to bring them up to the builders and have them corrected.
As a consulting firm, all our professionals have extensive knowledge of building types and construction code. It is important to understand that while codes are written for safety, fire hazard and structural integrity, we also check for non-code issues that are important to our clients such as bowed 2×4 studs (that will lead to wavy sheet rock walls), pinched HVAC ductwork, missing columns and piers, cracked slabs, holes in slabs, etc.
